This chapter is about the intentions of a 57-week project which was scheduled to begin in July 2000. The aim of the project was to address the needs and rights of juvenile offenders; develop a better understanding of customary law principles which may then be applicable to national law reform; work towards the UN Convention on the Rights of the Child (Art. 40); and raise awareness among young people and communities of their rights. [An account of the actual progress/success of the project should be sought elsewhere.
