The FSM National and State Policy to Eliminate Violence Against Women and Girls (EVAWG) 2021–2025 presents a comprehensive framework aimed at addressing and eradicating gender-based violence (GBV) across the Federated States of Micronesia. Grounded in international human rights commitments such as CEDAW and CRC, the policy outlines a whole-of-government and whole-of-community approach to prevention, response, and empowerment.
The policy is informed by extensive research, including the 2014 Family Health and Safety Study, which revealed high prevalence rates of intimate partner violence and underreporting across FSM’s states. It identifies systemic challenges such as limited services, harmful social norms, and gaps in legislation and enforcement.
Structured around four key outcomes—strengthened governance and coordination, survivor-centered multi-sectoral services, evidence-informed prevention, and advancement of gender equality—the policy is supported by detailed national and state action plans. These plans prioritize legislative reform, capacity building, data systems, community engagement, and inclusive service delivery, particularly for vulnerable groups including women with disabilities and those in remote areas.
The policy emphasizes survivor dignity, safety, and rights, and seeks to transform societal attitudes through education, advocacy, and strategic partnerships. It marks a significant step toward a safer, more equitable FSM for women and girls.
