This brief is put out by the Australian Council for Overseas Aid (ACFOA), who had in 2002 made the ‘ACFOA Commitment to Gender Equality’. Research indicated that good gender analysis and gender-focused programs were not a feature of NGO work. Although women were the targets of programs, the failure to undertake full gender anlaysis or develop intervention strategies meant that different development needs of men and women were not being identified.
